Mikari looked at Tseng's door then checked her PHS. The signal from Snow and Hikou's PHS' was not coming from the office. She shrugged and started playing with her PHS.

There is something about the distance from one floor to another that the stairs make seem less troublesome than the elevator and as she clears the last doorway she is not quite sure why this feels like it might be more troublesome than every other time. She pauses to see Mikari standing at the door and once again her mind cannot fathom the actions or motives of this girl.
Snow did not understand why no one could enter first. In her mind being a Turks was first come first serve, and she opened the door with little effort and a small inquiring gaze to Mikari. Her fist tapped lightly as she did so.
"Leader?"
And even if Tseng wasn't there, she'd just make herself comfortable.
He looks up from something and he looks over to Rude before off-handedly commenting, "There's one."

Hikou paraded into the room, knocking striking her more as an after-thought, as it seemed to always do in Tseng's office.
"Lay it on me, Slick," she commanded of Rude.
The man, for once ungrateful of his shades, rolled his eyes. The folder held loosely in his hands flung helplessly onto Tseng's desk. "You Spitter's name is Jonathan Bennett," he used the term warily. "Brief criminal record on file with the old MPs, mostly vandalism, but he's red flagged."
"For spray-painting?" Hikou asked skeptically.
"His father," Rude returned evenly. "Jackson Bennett."
"The rifle," the girl muttered to herself, and at Rude's glare, somehow strikingly obvious through the glasses, had to bite, "What? Am I messing up your daily word allotment?"

Tseng watched quietly as the Turks worked - though it seemed oddly like parts in a play. His chin rested on his hands while his elbows carelessly supported it.
Snow sat quietly in the chair on one side of the desk. And she wondered how they had gotten so far in this quickly. But, whatever happened here - she reasoned with a little string pulling would end all problems. Her eyes urged the conversation and enlightenment to continue, but somehow she knew better of actually saying anything.

"It's boring to be the first, it feels like extra work." Mikari answered Snow's silent question, a gaze was enough to communicate it, they were Turks after all. Then she went into the office as well and listened to the information.

Matt had wandered in finally, looking as though he had just woken up. "Sorry I'm late..." He said in a completely 'I'm-not-really-sorry' type of fashion. "Did I miss anything?"

Hikou eyed the door warily, waiting for anyone else to pop through it. "Tall, dark, and silent here, was just about to explain why our captive is flagged for some creative a minor crime."
Rude opened his mouth, but closed it again just as quickly. There was no use in egging the girl on further, someone ought to pretend they were the sane one here, and it might as well have been him. "The father, Jackson, was known to be aiding agents from Wutai, even after the war. He was a suspected member of the terrorist group, VAGRANT, founded with the help of abandoned Wutai troops in Midgar."

Snow's hands sat in her lap. She thought for several moments, she didn't know a lot about Wutai. She wasn't sure what to say and as the information processed she could see where the boy got his charming personality.
"That explains a lot." she finally concluded. She didn't know they were still active, but the feeling of something bigger began to weigh on her again. She gave a sigh.

Hikou did not need to hear any more. Clearly there was a step they had skipped here. She was already halfway to the door by time she got the thought out. "Well, what are we waiting for. Let's go bring in the father."
"He's dead," Rude explained. "Nearly everybody associated with the organization is."
The girl stopped. "So we're back to square one?"
"Well, you do have the kid," the man offered.
"Hell."

"Kill..." Mikari muttered in a practically inaudible tone and the information was given. "Kill VAGRANT..." and when she heard they were already dead she gained a look similar to that of a curious kitten caught in a tree. "We should have saved that computer instead of the kid..."

"For the love of God," Hikou sighed, "the little rat can't be any older than 15. I doubt anyone that young could orchestrate a rebellion."
Rude waited.
"...he'd make a nice pawn, though, to revive a terrorist group," it dawned slowly. "Hell," she said again."
"You do still have the kid," Rude pointed out again.

Snow watched silently and she gave a slow nod to Hikou's words. Rude was right. Snow had known a lot of troublesome kids, though. There was not much to say. He wouldn't talk to them.

"It would be nice if he couldn't do any of that..." which was basically what was said but Mikari gave it a slightly different meaning. To her, a certain minimum IQ was needed to fall into the category of human and those who were too stupid to realize Shinra's technology was doing them a favor didn't have it.

"We're missing the ring leader, but we've got his figurehead, we've still got no idea what their data-trail means, and we can only safely assume that their base is somewhere within the vast sh**hole that is Midgar," Hikou surmised aloud.
She turned to Tseng. "I don't suppose there's any chance Mr. Tuesti would like to lend a helping hand in finding terrorists, or is that not WRO agenda?"

"Like too?" Tseng repeated and his voice almost held disbelief.He held no delusions about the WRO agenda, "I doubt that. But if someone has an ace up their sleeve now would be the time to play it."
Snow was silent for a moment, "I can convince him." She seemed serious.
Tseng contemplated, "I'm not against it if you're certain. Hikou, Mikari," he paused for a second, "What do you plan to do?"

Matt stood silently in the back of the office, with a somewhat vacant look upon his face. He didn't really have anything to add to the discussion, because he didn't quite acknowledge it as a threat. From what he had gathered, the group of terrorists and their associates were mostly dead as Rude had just said. What was there to worry about?
So he just stood there, zoning in and out and simply awaited his orders.

Hikou gnawed on her lip. "If that's an offer, I'd like to go with our currently non-existant WRO team to sweep the city." She didn't exactly like to leave a job unfinished, and they had not found headquarters as of yet.

"I would say mess up the kid's weak little mind until he talks and lie and blackmail my way into getting what we need, but I guess we don't have that many fun options so I'll do whatever is needed," as long as it pays she mentally added. nothing particularly interesting seemed to stick out, nothing involving machinery at least, so she would go with whatever assignment she was given.
